Ambassador J. Tefft Opens Newly-Renovated American Library at Kyiv-Mohyla Academy


U.S. Ambassador John F. Tefft participated in a ribbon cutting ceremony to mark the re-opening of the newly-renovated American Library at Kyiv-Mohyla Academy in Kyiv on February 18, 2010. The ceremony was hosted by Kyiv-Mohyla Academy President Kvit.
The American Library, which was established over ten years ago, strives to provide current and reliable information on U.S. government, history, culture, society, and values, the educational system, and the economy. The library offers readers up-to-date English language resources, free Internet access, and fun events like Friday night film showings. Its holdings include more than 9,000 items. The library is open to the public and is a resource for the entire community. It currently boasts more than 4,500 members. The library is also available virtually via its web site.

Readout of the President's call with President-elect Yanukovych of Ukraine


President Obama called Victor Yanukovych of Ukraine today to congratulate him on his election and wish him success in carrying out his mandate. The President commended the Ukrainian people on the conduct of their February 7 vote. This peaceful expression of the political will of Ukrainian voters is another positive step in strengthening democracy in Ukraine. They agreed on the importance of continuing cooperation on nuclear non-proliferation. They also wished each other’s athletes success in the Vancouver Olympic Games.
The strategic partnership between the United States and Ukraine is based on shared interests and values. These include expanding democracy and prosperity, protecting security and territorial integrity, strengthening the rule of law, promoting non-proliferation, and supporting reform in Ukraine’s economic and energy sectors. The United States looks forward to working with President-elect Yanukovych and continuing to strengthen our cooperation with Ukraine’s government and its Parliamentary leaders.

U.S. Ambassador's Wife, Mrs. Mariella Tefft, Visits USAID Beneficiaries in Uman


Greeted by singing children with a gift of traditional Ukrainian bread, Mrs. Mariella Tefft, wife of U.S. Ambassador John Tefft, visited Uman's "Petals of Trust" Center and the Rehabilitation Center for Children With Disabilities on February 11, 2010.
The "Petals of Trust" Child Care Center, housed in an Uman kindergarten, was established in 2006 with assistance from USAID's Families for Children Project. "Petals of Trust" aims to prevent child abuse and neglect in at-risk families by providing a range of family preservation services, including therapeutic interventions for children, parenting classes and home visits. Initiated through a Families for Children (FCP) project grant to the city center for social services, the highly successful program is now fully funded through the Uman city budget and is supported by local businesses and the community.

U.S. Embassy Statement on the Presidential Elections in Ukraine


The United States commends the Ukrainian people on the conduct of the February 7 second round of presidential elections, which international observers have assessed positively in their preliminary conclusions.
The election provided a choice among candidates in a calm atmosphere followed freely by the media. We welcome the high turnout of voters. The conduct of both the first and second rounds reflect another step in the consolidation of Ukraine’s democracy.

U.S. Embassy Kyiv to Implement New Non-Immigrant Visa Application Form (DS-160)


Beginning February 26th, 2010, all applicants for U.S. non-immigrant visas except fiance visas (i.e. all tourist, business, work, student, diplomatic and exchange visitor visas) at U.S. Embassy Kyiv will be required to use a new online application form, the DS-160.
The DS-160 replaces three forms (the DS-156, DS-157, and DS-158). The new form is a key part of the State Department's Bureau of Consular Affairs global implementation plan for expanded online processing of visa forms.
The new online DS-160 application will require applicants to upload a visa photograph, fill out the application in English, and submit the form online via the internet. Upon completing and submitting the DS-160 online form in advance of the interview date, applicants will print out a single confirmation sheet and bring it with them to the Consular Section on their scheduled interview date.
The new DS-160 form can be accessed directly online at the following website: https://ceac.state.gov/genniv .
After February 26th, only the DS-160 confirmation sheet for applicants will be accepted by Consular Section personnel. (Note: fiance (K) visa applicants, however, must provide a filled-out DS-156 form. This is the only exception to the DS-160 process. We send the form for fiancee visa applicants as part of the application packet. It can also be filled out online and printed from: https://evisaforms.state.gov/ds156.asp.)

U.S. Ambassador Participated in Ceremony Transferring American Equipment to Ukrainian Customs


U.S. Ambassador John F. Tefft met February 4 with the Chairman of the State Customs Service of Ukraine Anatoliy Makarenko to hand over high tech customs equipment provided by the U.S. Government Export Control and Related Border Security (EXBS) Program to the Kyiv Central Specialized Customs and other Customs agencies. The transfer ceremony took place at the DHL International Ukraine Central Sorting Station in Kyiv.

Conduct of Ukraine’s Presidential Election


We congratulate the Ukrainian people on the successful conduct of their Presidential elections on January 17. The Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE), as well as the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR), deemed them to have been “high quality,” showing “significant progress over previous elections.” This is an important demonstration of the development of democracy in Ukraine.

The United States looks forward to similarly successful conduct of the runoff election on February 7 and with working with whomever the Ukrainians choose as their President.
